On March 23, 2017, the House of Representatives introduced bipartisan legislation to make the Register of Copyrights a Presidentially appointed position. The Librarian of Congress currently appoints the position; however, top republicans and democrats hope to change the appointment to a presidential nomination with Senate confirmation in an effort to modernize the copyright system. Lately, lawmakers have been focusing on copyright issues. A House panel completed a multiyear review of the copyright laws and started drafting overhaul legislation.
Approval of such a bill in the House and Senate committees appears probable. However, prospects for passage on the floor are less certain, and the legislation is likely to mobilize lobbying efforts in the House and Senate.
