Congress Introduces Visual Artists’ Royalties Act

On June 17, 2025, U.S. Representative Jerry Nadler (D. NY), introduced H.R. 4017, the American Royalties Too Act of 2025. The Act intends to help artists collect resale royalties on the sales of visual art at the lesser of 5% of the resale price or $50,000 per transaction. Royalties shall be remitted to visual artist collecting societies, which shall pay artists quarterly.  The Bill’s language may be found here.
